Agrochemical Division

 

The State Plant Service under the Ministry of Agriculture (thereinafter – Service) implements governmental politics on control of plant protection products (thereinafter – products) and fertilizers with regard to reduce risks to human health and environment and to ensure safety and wholesomeness of food at all stages of the food chain.

The Service issues permits for sellers to trade products and permits to import products from countries non EU members and from countries non European economic area. The Service proposes actual topics to the research work institutions; collaborates with the national and international science institutions; participates in various national and international training and qualification upgrade events, expert work groups, meetings, seminars, conferences and other events concerning control of products’ and fertilizers’ placing on the market, storage, sale, use and packaging-labelling.

 Agrochemical division (thereinafter – Division) ensures the implementation of EU and national legislation in the area of products and fertilizers supervision. The Division coordinates, gives methodological guidance, organizes trainings for Regional specialists of the Service, who carries out control on products’ and fertilizers’ placing on the market, storage, sale, use and packaging – labelling. Regional specialists enforce Administrative Code penalties and other legal sanctions for breaches; carry out inspection of farm holdings according to requirements of the Regulations on good agricultural practice and gather information on products annual sales amounts. Also, they carry out sampling of products and fertilizers and delivering them to the authorized laboratory for conformity and quality control; investigate complaints and information on the various cases of inappropriate sale, storage, use and packaging–labelling of products and fertilizers.

The Division gathers, analyzes, summarizes information on products and fertilizers control and prepares reports; prepares report to the European Commission and EU member states on products control according to EU legal acts and prepares statistical summary on products imported from countries non EU members and from countries non European economic area. The Division, in collaboration with the Division phytosanitary border control point’s phytosanitary posts, collects and organizes data on the quantities of fertilizers imported from third countries. The Division participates in the preparation of the annual products’ and fertilizers’ control plans, prepares reports on inspections relating to products and fertilizers control; carries out yearly analysis of products and fertilizers use and provides consultations on questions related to products and fertilizers. The Division also prepares proposals of draft legal acts in the areas of products and fertilizers control.
